The Impementation of educational program for all trough distance learning is expected to match with the condition of geography, demography and Indonesian culture. In terms of the implementation of the nine-year basic education compulsion program Indonesia has carried of various programs, such as packet A (equal to elementary school), packet B with its target 'open junior high school' in different part of provinces in Indonesia. Model of open junior high school has been adopted as ' open Islamic junior high school' in other provinces. At the level of tertiary education, there is open university, as stated in the System of National Education Law No. 20 2003.
