This study uses a normative juridical approachwithdescriptive analysis research specifications that describe the applicable laws andregulations associated with legal theories. The stages in this research are dividedinto two stages, namely library research and field research. The conclusionsdrawn from the research results were carried out through a qualitative normativejuridical method. The results of economic research, low education, technological
